As the UK’s leading pipeline operator, British Pipeline Agency Ltd. (BPA) has long prioritized safety, regulatory compliance, and operational resilience. For decades, its rigorous monitoring protocols, including regular aerial patrols, have ensured that risks across its pipeline network are identified and addressed swiftly and effectively.

However, BPA also recognizes that today’s infrastructure environment is evolving rapidly. To stay ahead of this curve and maintain its leadership in pipeline safety, BPA has implemented AI & satellite intelligence into their existing risk mitigation system to even further enhance visibility, traceability, and operational efficiency.

Results:

  • 1,000 km of pipeline monitored continuously
  • Around 43 actionable insights generated per month
  • Approximately £1 million (≈$1.3 million) in potential financial losses prevented thanks to a single insight

Continuous Excellence Demands Continuous Innovation

To continue meeting the highest standards of safety, compliance, and operational efficiency, BPA required a monitoring solution that enhances visibility, increases insight frequency, and strengthens digital traceability. The solution should also serve as an additional layer to existing risk mitigation measures. Specifically the project team was looking for:

  • Automated risk detection: To support aerial and patrol-based monitoring across its network, spot potential threats earlier and act even faster, BPA identified automated risk detection as a critical capability.

  • High Bar for Evidence and Auditability: As digital compliance expectations rise, BPA saw an opportunity to build a continuously updated, auditable record of corridor conditions.

The Solution: Continuous, Scalable Risk Intelligence with SurfaceScout

After evaluating multiple solutions, BPA selected SurfaceScout to enhance pipeline safety and operational monitoring. The platform combines AI and satellite data to provide a centralized, always-on system for detecting third-party activity across BPA’s pipeline infrastructure.

Scalable, AI-Powered Monitoring and Alerts
SurfaceScout provides constant surveillance over a 1.000 km subset of BPA’s network across a 100-meter corridor. AI automatically detects new developments, encroachments, land use changes, and other third-party activities. Detected threats are delivered to the damage prevention team via automated alerts.

Centralized Platform

These detected threats are then also managed as work items within SurfaceScout’s centralized platform, which is used across multiple teams at BPA. Role-based access ensures that the right personnel receive the right insights, tailored to their assigned pipelines and operational zones.

Auditable, Legal-Grade Dataset
SurfaceScout also builds a comprehensive, timestamped, image-backed archive of pipeline conditions. This enables BPA to meet regulatory obligations inquiries with digital evidence.

Delivering Tangible Impact: £1 Million Saved with a Single Insight

By adopting SurfaceScout, BPA is laying the foundation for significantly enhanced threat detection across its pipeline network. The software is providing an additional 40 to 50 valuable insights per month the damage prevention team can act upon immediately.

In one case, the platform detected early signs of construction on what was later confirmed to be a shed directly above a pipeline segment. If the structure had been completed, BPA could have been required to remove the building and reduce pipeline throughput to maintain safety.

Thanks to the timely alert, BPA’s field team engaged the landowner, and the construction was safely relocated several meters away. The incident was resolved without disruption, demonstrating how early detection can prevent both operational and financial impact.

Conclusion: Leading the Way in Proactive Pipeline Monitoring

With the adoption of SurfaceScout, BPA has strengthened its ability to proactively detect and respond to threats—across a large-scale infrastructure network and in near real-time. By integrating AI and satellite intelligence into its existing safety framework, BPA is:

  • Enhancing situational awareness
  • Increasing response speed
  • Reducing financial and operational risks

As infrastructure landscapes grow more complex, BPA’s forward-thinking approach showcases how combining cutting-edge technology with decades of industry expertise can set a new benchmark for pipeline safety, compliance, and resilience.
